Majority of NHS Trust Leaders Report Insufficient Funding for Digital Initiatives

Survey Findings on Digital Transformation Funding

According to a recent survey conducted by NHS Providers, 81% of NHS trust leaders believe that there is inadequate funding for digital transformation within their organizations. This survey highlights the financial challenges faced by trusts as they strive to enhance their digital capabilities.

Financial Context and Challenges
  • The NHS is projected to face a shortfall of nearly £7 billion for the financial year 2025-2026.
  • Trusts are being urged to significantly reduce operational costs while simultaneously improving performance against key targets.
Service Provision Concerns

In the survey, which was published on May 9, 2025, the following concerns were raised by trust leaders:

  • 47% indicated they would need to cut back on service provision to meet financial plans.
  • 43% are already considering scaling back services.

Services at risk include:

  • Virtual wards
  • Rehabilitation centers
  • Talking therapies
  • Diabetes services for young people
Statements from NHS Providers

Saffron Cordery, interim chief executive of NHS Providers, emphasized the awareness among trust leaders regarding the financial pressures and their commitment to maximizing every pound spent in the NHS. She stated:

“They’re working hard every day to find efficiencies, cut costs and make savings without compromising safety.”

She also noted the challenges of balancing service improvement with financial constraints:

“Cuts have consequences. It’s worrying to hear that valued staff and services could be among the early casualties of budget cuts.”

Impact on Staffing and Wellbeing

The survey revealed significant implications for staffing:

  • More than 37% of respondents reported cutting clinical posts, with an additional 40% considering this action.
  • 86% of trust leaders indicated that non-clinical team positions, including those in digital roles, would also face cuts.
  • Over 94% expressed concern that the necessary steps to meet financial plans would negatively affect staff wellbeing and organizational culture.
Conclusion

The survey, conducted in April 2025, included responses from 160 leaders across 114 trusts, encompassing various types such as acute, community, and mental health trusts. The findings underscore the urgent need for increased funding and support to facilitate digital transformation in the NHS.
