Patient portals are shifting administrative tasks directly to citizens as regional digital record rollouts take hold.
Over a quarter of the population served by Northern Ireland’s South Eastern Health and Social Care Trust has enrolled in the My Care patient portal. The uptake follows the deployment of encompass, a unified electronic patient record system connecting all five health trusts across the region.
Direct Access to Records
The platform grants patients direct access to appointment schedules, medical letters, and selected diagnostic test results. Beyond passive viewing, the system enables users to self-refer for specialized care, including physiotherapy and maternity services.
Patient access reduces routine administrative calls to clinics. It also minimizes lost appointment slots caused by delayed mail delivery of appointment letters.
Adoption Without Clinical Outcomes
High adoption rates demonstrate public willingness to manage personal health data online. However, portal registration alone does not prove improved clinical outcomes or reduced practitioner workload.
Self-referral features can streamline triage, but they also risk increasing initial demand on specialty departments if patient criteria are not tightly managed. Furthermore, digital access can exacerbate disparities for populations lacking digital literacy or reliable internet access.
Health systems evaluating patient portals must track whether digital access leads to better appointment attendance and timely follow-ups, rather than measuring success purely through user sign-up metrics.
