Investment Overview
The Government of Jersey has approved an annual budget of £7.9 million to establish a unified patient record system based on OpenEHR and to enhance care coordination across the health system.
Assessment Findings
According to Martin Carpenter, the health chief information officer, Jersey General Hospital received a score of zero out of seven in the HIMSS continuity of care maturity model (CCCMM) assessment conducted in early 2025. This ranking placed the hospital at the bottom among 26 health systems evaluated, highlighting the critical need for this investment.
Goals of the Integrated Program
The integrated program aims to:
- Enhance care coordination
- Improve health outcomes for island residents
- Increase efficiency among healthcare providers
Infrastructure Upgrades
The Government has successfully completed upgrades to the core network and WiFi infrastructure, which had previously delayed updates to the electronic patient record (EPR) at Jersey General Hospital in 2024.
Project Scope and Timeline
As part of the project, the scope was expanded to include preliminary work on temporary accommodations for the New Hospital Facilities Programme (NHFP), a multi-site initiative valued at £710 million. Carpenter noted:
“We have managed this within the existing budget, but this increase means that all works will not be completed until the end of March 2026.”
Clinical Improvements
The upgrades have facilitated the introduction of:
- Wireless infusion pumps
- Dialysis machines
- Portable observation monitors
These enhancements have reportedly improved clinical outcomes and productivity.
Future Aspirations
Jersey General Hospital aims to achieve HIMSS EMRAM level 6 by mid-2026, focusing on clinical noting and electronic observations. Carpenter emphasized:
“While we are making progress in enhancing our in-hospital digital infrastructure, significant work remains to improve health outcomes, efficiency, and address health inequalities.”
Community-Based Monitoring Initiatives
In addition, the Government of Jersey is collaborating with Digital Jersey and Family Nursing and Home Care (FNHC) to pilot Graphnet and Luscii for community-based remote monitoring and risk stratification. Graphnet was selected to provide the island’s first large-scale remote monitoring service in December 2025, enabling FNHC to monitor the health of vulnerable residents at home and in community settings.
